Where is Pokémon: The First Movie set?

Name: Pokémon: The First Movie
Released: 1998

1998 anime film directed by Kunihiko Yuyama

Pokémon: The First Movie (1998) is not pinned on this map. Wikidata records no setting for this anime. What is below is the weaker claim its Japanese Wikipedia article makes: the real places its setting was modelled on. Where the anime takes place, not where it was made: an anime is drawn and filmed nowhere, so this is the only kind of location it has.
