Where is the Crayon Shin-chan franchise set?

The Crayon Shin-chan franchise (3 video games, 1990 to 1996) is set in no place Wikidata records, though Wikipedia's own articles name Saitama Prefecture. A game is filmed nowhere, so these are where the stories happen, from Wikidata's narrative location statements.
